Profile As a PhD candidate in my last year at Leeds Beckett University, I focused on major and mega projects. Creating novel frameworks to enhance the assessment of large-scale project performance is the main goal of my research. My interest in this field was triggered by the significance of Megaprojects..... Regarded as a multi-trillion-dollar global delivery model for large investments for most industries (mining, mineral processing plants, oil and gas, IT, supply chains, aerospace, defence, mega-events like Rugby World Cup). It affects the way we shop as consumers, our energy bills, ways of travel and how we use everyday technology like the internet. The current conservative valuation for the global megaproject market is USD 6-9 trillion per year, (Flyvbjerg, 2014a). Frey (2017) continues to predict that megaproject spending will escalate within the next decade to around USD 22 trillion per year accounting for 24% of global gross domestic product (GDP). In this perspective that is larger than any nation’s GDP including China and America. Recently the largest Project (China Belt cost well over USD 1 trillion). That is more than the total market capitalisation of Apple. During my time in academia, I have worked on several research projects that try to solve the problem of benefit realisation techniques' poor interaction with other important project management components. My research questions established assessment techniques and aim to offer more thorough and practical answers. This has involved validating criteria for inclusion in holistic frameworks by using sophisticated approaches like (EFA and AHP) as part of my Sequential Explorative Triangulation approach. David is a Programme Manager with extensive experience across the defence estate. David started his career with the British Army Royal Signals before moving into Programme and Project Management. After a period with BT, David joined Rolls Royce in 2007 where he had the opportunity to support the Astute Submarine Build Programme and to deliver Projects supporting increased production capability. David has been working with AWE since 2013 and joined the AWE team in 2022. Carolyn le Roux is the PMO Director of Sizewell C, which will be a 3.2 GW nuclear power station in Suffolk. She has led the development of the project cost and risk estimates, their progression through the UK Government business case process and vendor due diligence as part of the ongoing capital raise. Carolyn is now responsible for establishing and leading the Project Management Office; implementing effective Project Controls, Digital and Information Management . Jonny Mood is a Director at the National Audit Office with responsibility for our value for money work on Transport. The National Audit Office is the UK’s independent public spending watchdog. Graham has almost 20 years’ experience in programme controls and is recognised as one of the leading risk management experts in the UK. This recognition is validated by his status as a Certified Fellow of the Institute of Risk Management, recognising his experience as a leader in enterprise and programme/ project risk. Graham has held significant positions on major programmes, including his time as Head of Risk for HS2 where he oversaw the development and iteration of risk scenarios to establish a deliverable estimate range for the entire programme. Graham recently supported DfT and HM Treasury with development and assurance of the current programme baseline for HS2, providing expert review and recommendation into Treasury investment decisions. Jens Petter Thoresen has more than 25 years of experience within project controls positions, mainly from oil and gas projects in Norway and internationally. The last 7 years he's been working as a cost specialist at Norway's largest onshore construction project.

Jeff Quantrill focuses his expertise on helping shape and deliver systems that create real value for clients. Previous to InEight, Jeff created and ran a consultancy aimed at helping his clients use the value of interconnected data and systems to deliver actionable insights. He has also held leadership roles with Arcadis in their client facing IT group where his enterprise project management and process knowledge allowed him to develop an expertise in project management information systems. During this time, he worked with many large organizations, including three giga-projects in Saudi Arabia, to deliver a mix of proprietary and off the shelf systems. Jeff also spent 15 years at IBM delivering complex IT services, projects and processes to some of the UK’s largest companies.

Colette is the Project Controls Director for HS2 Phase 1 Civils. She has over 30 years of experience in Project and Programme Management with particular specialisms in project controls for government funded Mega Projects. She has worked on multi-billion projects and programmes across the UK and Europe primarily in the nuclear sector, including program management of nuclear decommissioning sites across the UK and the ITER construction project located in the south of France. She is currently responsible for the Programme Controls Department at HS2, having spent some 9 months leading the Project Controls service for the civils program spanning over 300 active worksites distributed over 225km.

Dr Sheldon joined the MoD following a degree in Chemistry at Edinburgh University in 1993 and a PhD in Organic Chemistry at Oxford University in 1996. His initial appointments were; MoD Procurement Executive, MoD Centre and the Defence Engineering and Research Agency (DERA), followed by a 2-year project management post at the Defence Procurement Agency. In 2001 he joined the Defence Fixed Networks (DFN) Integrated Project Team (IPT) at the Defence Communications Services Agency (DCSA), becoming the Assistant Director for the DCSA change programme in 2004. In 2006, Dr Sheldon moved to the Defence Logistics Organisation, to establish and lead the Defence Logistics Performance Management Programme (DLPM), then to the Defence Equipment & Support (DE&S) Performance Delivery Improvement (PDI) team, working directly to the DE&S Chief Operating Officer. In August 2010, Dr Sheldon became the Head of Cost Assurance and Analysis Service (CAAS) team. He next led the establishment of the new DE&S Project Controls function, playing a critical role in enabling DE&S Transformation, which became operational in April 2017. In April 2018, Dr Sheldon became the Head of Submarine Production responsible for the delivery of the Astute Boats 4-7 from build into service. Advancing to become the Director of Submarine Acquisition, responsible for the acquisition of all Royal Navy submarines including the Astute, Dreadnought and SSN (Nuclear submarine) AUKUS programmes (A defence and security partnership between Australia, the United Kingdom and the United States.). In April 2024, Dr Sheldon became the 2* Chief Delivery Officer at Dstl. Supporting the Chief Executive to ensure the delivery of the complex portfolio of defence and security work as the Dstl executive sponsor of the project delivery function, coordinating and managing the work across the Dstl Science & Technology (S&T) delivery units. Lance Stephenson is a senior leader with over 35 years of experience in the operational, capital portfolio and project delivery environment, where he has worked for the owner, engineer, and constructor. Based on Lance’s years of experience and education in the operational and capital project delivery environment, Lance has provided direction in the areas of organizational design, process improvements, auditing, maturity assessments, and the development and implementation of best practices for improved capital portfolio and project effectiveness. Lance is a contributing member of the Technical Board for AACE International and is a Certified Cost Professional, a Project Management Professional, and a certified Member of the Royal Institute of Chartered Surveyors. Hugo Terry's project management career has spanned multi-modal transport projects and programmes, and in 2020 he moved his focus to the Defence industry. After a career predominantly in the public sector, he joined AtkinsRéalis in 2019 and headed its P3M Complex Infrastructure practice. Now, as Client Director for Defence he leads the implementation of Project and Programme Services best practice for AtkinsRéalis Defence clients.

Mark has 35 years of experience in defence and aerospace and has held roles such as Royal Naval engineer, VP of Risk Management, and Head of Internal Audit. Mark is an Honorary Certified Fellow of the Institute of Risk Management (IRM) and has authored works on technology and risk management. Mark has just completed an MSc in Risk Management at GCU where his research revolved around project opportunity management.

With experience in operational site project controls and system implementation, I always take a practical approach to key areas of innovation, and strive to drive my team and company to deliver value to our clients' projects through leading edge technology.

Tom Vincent grew up in Devon and after joining the Army at 16, pursued a master's degree in civil engineering. Commissioned into the Royal Engineers, he completed the All Arms Commando course and supported the Royal Marines globally. Transitioning to the civilian sector in 2012, Tom joined 20/20 in 2014, a training organisation focused on project controls, project management, and project leadership. He became CEO in 2021, leading the employee-owned organisation. He is passionate about developing people and enhancing project delivery skills. Married to Gemma with two children, Tom is also an endurance sports enthusiast, having completed multiple Ironman triathlons and ultra-marathons.

BJ has played a role in several large organizations Project Management Offices to set up, and implement controls processes, procedures and standards at project, portfolio and program level. His areas of expertise include Capital Project Assurance, Capital Project Estimating, Project Setup, Risk Based Contingency Estimating, Capital Cost Benchmarking, Project Cost Control and Project Controls Management. He provides solutions and services increase the probability for project success. His Passion for packaging capital estimates and securing funding is supported by his visionary approach to improving the effectiveness of project controls through the use of technology ensuring alignment between stakeholders, business and projects with reduced admin burden and a focus on tangible and transparent outcomes.

Steve is Chairman of the Management Standards committee of the British Standards Institution responsible for Project Programme and Portfolios. A specification standard for Project Controls is published this year and Estimating is next. .He works with government, national and international bodies and academia as a subject matter expert as well as on matters of governance. With his Guild of Educators hat on he is working to produce a GCSE in Project skills. He is also transforming ACOSTE to the Controls and Skills Authority. Steve's life-long passion for all kinds of music is still matched by his continued appreciation of silence. His main aim is to work on things that have a purpose and use and to get them done!

Paul is one of the founding Directors of Adept Management, which he set up in 2002/03 with a group of like-minded and talented individuals who shared a vision for the way complex engineering projects could be managed and controlled. Since then, he has developed project management tools, helped to set up a business in the US, supported some of the highest-profile projects in the UK, and dug more than a few projects out of a hole. Paul continues to battle against those resistant to change, and still enjoys that battle after all these years. He is an experienced design management, project controls, and planning professional, with a portfolio of building, civil engineering and utilities clients and projects. This also includes PMO systems and procedures set up. Since 2014, Paul has been supporting rail and highways clients, contractors and engineers.

Rob retired from the Army in 2016, having served in several operational, command and staff duty appointments, including in Northern Ireland, the Balkans, Cyprus, Iraq, Libya and with NATO. He has since worked in a range of consultancy roles, spanning Defence and security, resilience, strategic risk and education. After leading roles in London Underground’s modernisation office and on Greater Anglia’s New Trains Programme, Rob joined AtkinsRéalis in February 2023 as a regional director, initially supporting the East Coast Digital Programme. In his current role, as Client Director in Aerospace and Defence, he leads the company’s team involved in upgrading maintenance facilities for submarines. Rob is currently Chair of the National Governing Body for British Biathlon (skiing and shooting).

Jamie Welch is a Project Controls Manager for LTC, primarily responsible for integrating large, complex data sets and systems, working on inflation modelling, and enhancing process and procedure efficiency. Prior to this role, Jamie worked on HS2 as a Senior Cost Manager and on various equipment programs in the Ministry of Defence related to single-source contracts.

Significant Risk and Planning Management expertise in the Defence sector, running complex integrated SRA analysis, working across multiple parties, leading a team of professional managers and analysts, under-pinned by leading the associated audit and assurance processes in the Dreadnought Alliance programme.

Rod Whiting is an experienced project controls professional, who is passionate about Project Controls as a profession and its application within organisations and subsequent benefits delivered to society. Rod has successfully implemented and managed Project Controls functions within a number of sectors and clients, Rod is active within the ACostE and wider Project Controls community, including the Project Controls Expo. Rod from early in his career recognised the value project controls brings to projects, programmes and portfolios and has been an advocate for its development and use throughout his career. Rod was awarded the Global Project Controls Lifetime Achievement at the 2022 Project Controls Expo.
