Dale has presented training courses in fundamentals of cost estimating, hardware estimating, software estimating, life cycle cost, Cost Estimating Relationships, Information Technology, risk analysis and supplier assessment in the UK, Italy, USA, Sweden, France, Australia, Singapore, Taiwan and Germany. He has conducted consulting assignments in UK, Switzerland, Italy, France, Australia and the Netherlands. He was responsible for the creation of the Knowledge Based Estimating (KBE) philosophy, the “PRICE HL Questionnaire” within the PRICE Estimating Suite and the TruePlanning for Concepts methodology.
Dale was the author of the Gower publication “Systems Cost Engineering” (ISBN: 978-0-566-08861-2) which was published in July 2009. Dale contributed Chapter six “The Impact of Complexity on Project Cost and Schedule Estimates” in the PMI publication “Aspects of Complexity: Managing Projects in a Complex World” (ISBN: 978-1-935589-30-3) which was published in 2011. He published a technical paper in the International Society of Parametric Analysts (ISPA) journal titled “Historical Trend Analysis Analysed” in July 2011. Dale has presented papers to the European meeting of Space System Cost Analysis Group (SSCAG) in Toulouse, France; the PRICE Symposium in Nice, France, Cambridge and London UK also at the International Society for Parametric Analysts (ISPA) Conferences in San Diego, California; Frascati, Italy; Denver, Colorado; Seattle, Washington, St Louis, Missouri, New Orleans, Louisiana and Orlando, Florida. Dimitris has more than 25 years experience in Programme / Project Management and PMO / Project Control positions, from both client and contractor sides, and has covered all project phases from concept to handover.

Tim Brogan spent 25 years in various role in the UK MoD, his last 5 years was spent working for what was then PFG ( Pricing and Forecasting Group), now CAAS at their Birmingham Office, working on Land, Sea and Air projects.
He left the MoD to join BAe Systems Land Systems at Telford in 2007 to undertake the role of Pricing Manager for the FRES ( Future Rapid Effect System) project. He then moved to become Pricing Manager for manufacturing projects at BAe Systems Land Systems, finally becoming pricing manager for all BAE Systems Land Systems projects.
He left BAE Systems in May 2013 to become Parametric Estimating Manager at Jaguar Land Rover at Whitley in Coventry. Since then he has worked on the development and implementation of a new parametric estimating tool-set to support new model programmes, estimating on-board vehicle software costs, and on the project described in today's presentation, Next Generation Redbook a totally updated tool to support the costing of new car-lines now and in the future.
Tushar Tohan Associate Consultant, Projcon Group
Tushar Tohan hold Bachelors of Engineering Degree in Mechanical Engineering and have 4 years of rich experience in Project Controls. Tushar has been practicing Project Controls in Oil and Gas sector and delivered innovative Project Controls solutions for fortune 500 companies like Shell and Fluor. He has worked in diversified Oil and Gas projects involving 3G Modularization and setting up of Offsite and Utilities for Petrochemical Plant. His area of expertise is Project Planning and Scheduling, Earned Value Management System, Progress Monitoring and Control, Project Performance Reporting and Change Management. He has a Certification in Project Management (CIPM) from IPMC, Indian member of IPMA. He is currently working with Projcon Group as an Associate Consultant and is supporting clients in setting-up of their Project Controls processes and reporting framework.
Tim Knee-Robinson NEC Subject Matter Expert
Tim is a chartered civil engineer and NEC specialist with over 20 years of project experience across a wide range of sectors including civil engineering, highway infrastructure, waste water, energy and building. Tim has experience of working for contractors, clients and consultants.
Tim has over 13 years of experience successfully delivering NEC procured projects. This includes acting as Project Manager / Supervisor and providing NEC consultancy services and training on numerous projects in the UK and Hong Kong. Tim has also delivered over 350 training courses on numerous projects in the UK and Hong Kong, including Manchester City Councils’ £154m Town Hall Complex Transformation Programme Crossrail and HS2 projects.
Tim was the NEC Adviser on Hong Kong Government’s first NEC pilot project and is currently advising CLP Power Hong Kong Ltd on their Transmission Substation Programme and as well as providing advice and training to a number of Government work departments including HyD and CEDD. Tim is currently advising CEDD on their HK$1.6bn Lam Tin Tunnel project.
Tim has extensive experience of preparing NEC contracts including developing a Works Information structure which formed the basis of all the contracts used on the 2012 Olympics. Furthermore, Tim was a major contributor to the NEC’s How to write ECC Works Information guidance published in April 2013. This guidance includes a model structure based on the one conceived by Tim.
Vikki Warwick Senior Consultant for BMT Hi-Q Sigma
Vikki Warwick is a Senior Consultant for BMT Hi-Q Sigma. With over five years’ experience within Project Controls, Vikki has primarily worked within the defence industry delivering project, programme and portfolio management (P3M) methodologies, processes and guidance to Project Managers, specialising in risk management and scheduling excellence. Vikki worked within the Submarine Support Management Group (SSMG) providing support to the submarine programme to deliver a portfolio of changes to improve efficiency and effectiveness. Vikki is currently working with the MoD at DE&S Abbeywood, supporting delivery of a large transformation project to drive better value for money across MoD Acquisition and Support. Vikki is APMP qualified, an MSP Practitioner and has a BA(Hons) degree.
