Dr David Hancock leads the Government Construction Team and chairs the Government Construction Board. He was recently appointed as the NEC UK Users’ Group Chair. Prior to that he was Head of Risk for Transport for London. Renowned internationally as a leading thinker and practitioner in the field of risk, he is the author of the bestselling book “Tame, Messy and Wicked Risk Leadership” in which he developed the concept of Risk Leadership. He has worked with the public, private and voluntary sectors and has been the Director of risk and assurance for two London Mayors and Board Director of Halcrow (now CH2M) responsible for setting up their consultancy group. He was Head of Risk for the Terminal 5 Project at Heathrow and champions the case for rethinking project management as a social interaction rather than delivery solely through the application of process and policy.

He is a high-risk project reviewer and sits on the boards for Buckingham Palace refurbishment and the British Antarctic Survey. He has a Degree and PhD in engineering alongside an MBA. A Chartered Engineer, Chartered Fellow of the Institute of Personnel and Development and Fellow of the Association of Project Management.

Dr. Tim Sheldon

Dr Tim Sheldon is a career civil servant who has worked in the UK Defence acquisition sector for the last 20 years. He has held a variety of acquisition leadership roles including project delivery and support. For the last 7 years he has worked in project controls, leading the formation of a discrete MoD project controls function with 1500 staff in April 2017

Dr Tim Sheldon took on his role as the DE&S Corporate Functional Manager for Project Controls in March 2016. He is now functionally responsible for 1500 DE&S Project Control staff – a new function and a critical enabler to the DE&S Transformation Programme. For the 5 years before this, he was the Head of the MoD Cost Assurance and Analysis Service (CAAS) team where he led the modernisation and expansion of the organisation supporting the cost management needs of the Department.

Since joining the MoD from University in 1997, Dr Sheldon has had a range of different roles across the Department with Defence Acquisition as his career anchor. He has worked within the Defence Engineering and Science Group, the Defence Procurement Agency, the Defence Communications Service Agency, the Defence Logistics Organisation and latterly in the Defence Equipment & Support organisation since its establishment in 2007. He is based in Bristol, married with two young children.
