Ashley Turner, PMP., has held the title of Program Director for Project Controls at the Port Authority of New York and New Jersey since March of 2024 and is responsible for heading the Project Controls Unit. In addition to data analytics and reporting, the unit also comprises the Scheduling and Virtual Design and Construction (VDC) teams.

 Ashley has over 10 years of experience in both the public and private sector, initially working for Apple and then Microdesk prior to joining the Agency in 2019, as VDC Manager where Ashley was responsible for reestablishing the BIM/ CAD requirements and standards for the Department, leading the audit compliance for the PA Wide review and coordinating projects, in design and construction to the Autodesk Construction Cloud. In addition, Ashley is a certified Project Management Professional (PMP) and acquiring her master’s in public administration for Global Transportation Systems.

The Governor's Office appointed Jamey Matalka as Chief Financial Officer at the California High-Speed Rail Authority December 2024. Mr. Matalka’s roles prior to his appointment included Director of Risk Management and Project Controls from 2020 to 2024, Assistant Chief Financial Officer from 2016 to 2020.

Mr. Matalka also held several positions at the California Department of Finance from 2011 to 2016, including Principal Program Budget Analyst III, Principal Program Budget Analyst II, and Staff Finance Budget Analyst. Mr. Matalka was a Corporation Examiner at the Department of Managed Healthcare from 2006 to 2011.

Mr. Matalka earned a Bachelor of Science degree in Business Administration and Accountancy from California State University, Sacramento.
