Jason Lee is an Assistant Director for the Engineering Sciences group within the Science, Technology Assessment, and Analytics team at the U.S. Government Accountability Office (GAO). He is responsible for evaluating cost estimates and project schedules generated by programs across myriad agencies. Jason has seventeen years of experience in the analysis, parametric estimation, and evaluation of costs and master schedules associated with large federal government acquisition programs. Before joining GAO in 2009, Jason was a consultant for eight years, developing independent cost estimates and conducting cost methodology research primarily for Department of Defense program offices. Prior to his work as a cost analyst, he was an operations research analyst for the U.S. Navy’s Naval Center for Cost Analysis.

Doug Marner is a Professional Engineer currently working for BC Hydro on the Site C Hydro Electric Project in Northern British Columbia, Canada for the last 5 years. Prior to that he was a Project Controls Manager for a contactor in the Alberta Oilsands working on various Mega Projects including Mining, Utilities, Upgrading and Refining projects. In his current role he oversees a team of professional Quantity Surveyors who are tracking and verifying the progress of numerous contractors on site as they work towards achieving first power in December 2023.

He has worked for several of the leading engineering, procurement, and construction (EPC) firms in the industry, to include URS Corporation, Jacobs Engineering, Kiewit, and Parsons. After deciding to become a consultant in 2009, Michael has managed practices for leading project/program management firms such as SMA, Project Time & Cost (PT&C), Hill International, and Management Solutions, LLC. He is a Fellow at AACE International, having been a member for more than 20 years--during this time he has earned numerous professional certifications in addition to serving as President of the Association from 2011 to 2012.

On active construction projects, Mr. O’Boyle performed planning, CPM scheduling, change management, delay and productivity analyses, and management of complex MOT phasing on a wide range of D/B and D/B/B heavy civil construction projects (NCDOT, SCDOT, FDOT, VDOT, and WVDOH), ranging from $20M to over $500M. Mr. O’Boyle has a B.S. in Construction Management Engineering Technology and a M.S. in Construction and Facilities Management from the University of North Carolina at Charlotte.
